What does it mean when my budgie nibbles my face?

So I was holding him close to my face, and he just started to run his beak and nibble along my nose and cheeks. Then he started to nibble on my eyelashes xD It didn't hurt But, im just curious. What does this mean? Is he mad at me and trying to give me a warning? Or is he just being curious or affectionate.
