I can't orgasm! How to orgasm through fingering or oral?

I've been dating my boyfriend for almost two months and he is the first that I've been intimate with. We haven't had sex yet but we've done everything else. I can easily pleasure him but he can't get me to orgasm! He does all the right things, we've read sex books but I can't seem to orgasm through fingering or oral. It doesn't even really feel that great. I don't feel like I'm not relaxed so what's the problem??
