What is wrong with my parakeets?

Okay well my parakeet is a female and well it looks like her feather are sticking together except they are white. It looks kind of ashy and like very small bones. Oh and why does her beak look like it is breaking away slowly. Oh and i have another parakeet who's feathers around her cere are sort of falling off slowly. Also both of their feet are very ashy. I need help please i need to know what to do, if i should take them to a vet or just buy some sort of treatment. Please help.
